Woman Killed in Torrance Hit-and-Run Pedestrian Accident

Sierra Arellanes, 32, was killed in a pedestrian accident in Torrance when she was crossing Pacific Coast Highway early on the morning of May 9.

According to a CBS News report, Arellanes was crossing Coast Highway near Calle Mayor outside a crosswalk when she was struck. She died at the scene, according to authorities.

A worker at a nearby grocery store rushed to the scene to try and help. But Arellanes succumbed to her injuries. The driver who hit Arellanes fled the scene.

Hit-and-Run Suspect Arrested

Torrance police said investigators were provided with security camera footage that showed the suspect’s vehicle. With the help of a suspect’s relative, police were able to track the vehicle to a home in Wilmington where officials arrested the suspect, 20-year-old Kevin Torres-Valencia. He was booked on suspicion of felony hit-and-run.

Leaving the Scene of a Crash

Based on this news report, the pedestrian, in this case, was crossing near the intersection of Pacific Coast Highway and Calle Mayor, which is regulated by traffic lights and has crosswalks. The driver who struck Arellanes reportedly fled the scene without stopping to render aid to the victim or waiting for officials to arrive.

California Vehicle Code 20001 (a) states: “The driver of a vehicle involved in an accident resulting in injury to a person, other than himself or herself, or in the death of a person shall immediately stop the vehicle at the scene of the accident.” It is against the law to leave the scene of an injury or fatal crash, regardless of who was at fault for the collision.
